Документальный цикл «Советские мафии» рассказывает о криминальной России 60-80-х годов 20 века. Тайный бизнес в СССР начал процветать с начала 60-х годов. Страной руководил Леонид Брежнев, а во главе КГБ стоял Юрий Андропов. Как известно, в Советском Союзе не могло быть частного бизнеса, но были предприимчивые люди с активной позицией, у которых было сырье и связи с верхушкой власти. Им удалось организовать противозаконный выпуск товаров, пользующихся у советских людей огромным спросом. В эпоху дефицита эти «предприниматели» стали самыми богатыми людьми в СССР. Весь этот подпольный бизнес прикрывала милиция.
В 70-е годы генеральным секретарем стал Юрий Андропов, который противостоял министру МВД Николаю Щелокову. Борьба за власть и сферы влияния разрасталась не шуточная, что тяжело ударило по отлаженным схемам воров и коррупционеров.
Советские мафиози ушли в подполье и начали действовать, прикрываясь государственным аппаратом. В народе считали, что если человек работает на мясокомбинате, то дома у него всегда будет в достатке мясной продукции. Охранники тоже были в деле и брали с таких людей процент и пропускали.
